Dr. Wei Zhan is an Associate Professor of Electronics Engineering Technology at Texas A&M University. Dr. Zhan earned his D.Sc. in Systems Science from Washington University in St. Louis in 1991. From 1991 to 1995, he worked at University of California, San Diego and Wayne State University. From 1995 to 2006, he worked in the automotive industry as a system engineer. In 2006 he joined the Electronics Engineering Technology faculty at Texas A&M. His research activities include control system theory and applications to industry, system engineering, robust design, modeling, simulation, quality control, and optimization.

EXPERIENCE: Mr. Leonard earned his Bachelor of Science degree in Engineering from Texas A&M University in 1987. He has held successively more responsible positions, including Simplified Air For EVA Rescue (SAFER) project manager, ISS Launch Package Manager for Assembly mission 6A, Mission Manager for Station and Shuttle Processing for ISS missions 12A and 13A at the Kennedy Space Center. Mr. Leonard led the Human Adaptation Countermeasures Office Project Management Office, where he received his Project Management Professionals Certification. Mr. Leonard led the Program Review Integration Office for the Constellation Program, which successfully completed the program’s first program wide System Requirements Review. Mr. Leonard most recently served as Deputy Manager, Lunar Surface Systems Project Office, Constellation Program The Lunar Surface Systems Project was responsible for establishing the Lunar Outpost, maintaining NASA’s pre-eminence in space, by leading the development of a sustained human presence on the Lunar surface.
CURRENT ASSIGNMENT: NASA Liaison to Texas A&M Look College of Engineering (LCOE), Lecturer, Electronic Systems Engineering Technology Program. Mr. Leonard is increasing the collaboration between the LCOE and NASA/JSC by identifying mutually beneficial projects. Mr. Leonard is serving as a lecturer for the ESET Program, teaching a Product Development class.

Abstract

  Project Management for Undergraduate and High School StudentsAbstractTo increase the interest in STEM among high school students, NASA created the High SchoolsUnited with NASA to Create Hardware (HUNCH) program. This year NASA selected a total ofeight high schools in the vicinity of _____ to develop modules to be used on the InternationalSpace Station. These HUNCH projects are to be completed by high school students withguidance from their teachers. To enhance the experience of the students, NASA sponsors twoadditional projects that require ____ University and the University of ____ to design andimplement educational modules in the area of project management that can be used in the eighthigh schools. These modules will expose the students to project management concepts and tools.Students will then apply the concepts and tools in their NASA HUNCH project. The benefits ofthe project management modules are: 1) the learning of the knowledge in project management,2) timely execution of the NASA HUNCH projects with reduced cost, and most importantly, 3)increasing students’ interest in STEM.This article discusses the details in design and implementation of the project managementmodules. The faculty members involved in the sponsored research projects at both universitiesdesigned and taught the educational modules. However, there is a slight difference in theirapproaches: University of ____ uses graduate students to mentor the high school students inapplying the projects management tools and concepts; _____ University uses undergraduatestudents, who are taking their project management course in a the same semester and are usingproject management to complete their capstone design projects, to mentor the high schoolstudents. Both Universities use faculty to oversee the project management material beingintroduced. The ______ team is also having the materials reviewed by the Project ManagementInstitute-_______ to ensure consistency with PMIs project management standards. Theinteractions between the graduate and high school students and the undergraduate and highschool students are beneficial to all parties involved.The two universities decided to share their development and implementation approaches witheach other. Pre- and post- tests in project managements were designed and conducted in eachhigh school. The data will be used to analyze the effectiveness of student learning. A survey tothe students will be conducted at the end of the projects to gather more information about thedesign and implementation of the educational modules, the strength and areas for improvement,and the impact on students’ interests in STEM. Even though the project is still in process, weexpect the data will be available when the full paper is submitted.
